House Appropriations hearing on NNSA, EM budget requests today

Today, the House Appropriations Energy and Water Development subcommittee will hold a hearing on the FY23 budget request for the National Nuclear Security Administration (NNSA) and Department of Energy Office of Environmental Management (DOE-EM) beginning at 2:15pm EST.

Witnesses for the hearing include the Honorable Jill Hruby, Under Secretary for Nuclear Security and Administrator of the NNSA, as well as Deputy Administrators of the NNSA. EM Senior Advisor William "Ike" White will also testify at the hearing.
The Administration's FY23 budget request for NNSA is $21.4 billion, a $700 million increase over the FY22 enacted level, continuing a string of increases that have nearly doubled the NNSA budget over the last seven years. The DOE budget justification document for NNSA may be found here.
The Administration's FY23 budget request for EM is $8.06 billion, a $160 million increase over the FY22 enacted level, continuing a series of increased requests for EM. For the past several years, the enacted funding levels have exceeded the Administration’s budget request for EM. The DOE budget justification document for EM may be found here.

Carlsbad hosts ECA conference

Lask week, Carlsbad, NM hosted the Energy Communities Alliance Peer Exchange Meeting on Wednesday and Thursday.
Former Mayor Gary Perkowski helped start ECA, which has bought communities that host Department of Energy facilities across the country together. It has been a great way of improving on communication with the DOE. It’s the first time that Carlsbad – an ECA member because of the Waste Isolation Pilot Plant- has hosted an ECA conference in 10 years. Mayors and city councilors from around the country attended and toured WIPP.
Thank you to City Councilor JJ Chavez, former County Commissioner Susan Crockett, and Jack Volpato for everything they’ve done to put this event together.
Former Mayor Bob Forrest and Dr. Frank Hansen, retired from Sandia National Laboratories, spoke about the history of WIPP. Reinhard Knerr, Manager of the Carlsbad Field Office, spoke about the WIPP’s future. He was joined by Sean Dunagan, with Nuclear Waste Partnership. Dr. Ned Elkins was one of several people to talk about developing community support for Department of Energy Facilities. There were also discussions about workforce development, STEM and interim
storage.
The ECA conference happened at the perfect time. WIPP recently celebrated the fact that the final container of legacy TRU waste from the Savannah River Site arrived at WIPP. On May 3, WIPP was recertified by the Environmental Protection Agency.
