Did NNSA Unofficially Identify Transitioning SRS from EM to NNSA in 2025? ECA Staff | 10/4/2022 |

In a first of a kind announcement, the National Nuclear Security Administration (NNSA) has unofficially reported it will take over as landlord at the Department of Energy Office of Environmental Management (DOE-EM) led Savannah River Site (SRS). This would
be the first time that NNSA takes over a site from EM or another office. SRS provides critical
infrastructure for our nation’s defense and is home to a national defense pit production mission. In 2021, NNSA stated
that SRS will “produce at least 50 plutonium pits per year for the Savannah River Plutonium Processing Facility (SRPPF) project.” Today, the Energy Communities Alliance (ECA) received an email stating in part: “The Department is beginning the planning and implementation process to transition primary authority for SRS from the Office of Environmental Management (EM) to the National Nuclear Security Administration (NNSA). This transition is planned to be effective in 2025. The process will take several years and there are no immediate impacts to any contractors or federal employees.” Defense Daily also reported today that “[s]ubcontractors could begin building a planned plutonium pit factory at the Savannah River Site in Aiken, S.C., by Dec. 31," citing a news release from Savannah River Nuclear
Solutions. Currently, no budget request has been made to Congress for the transition; one
would not be made until the year prior to the actual transition occurring. The email ECA received did not identify further specifics. ECA knows that the community has asked to be brought into the current discussions involving the transfer of landlord responsibilities between EM and NNSA. The community wants to understand any new roles and responsibilities as well as potential changes in community relationships and partnerships that such a transition may involve. ECA reached out to NNSA for further clarification and will provides updates as more information becomes available. |

Jim was a featured speaker this summer at the ECA Forum on New Nuclear Development in Salt Lake City, and will provide additional input in light of the passage of the Inflation Reduction
Act.
In addition to Jim, ECA is excited to host Steve Comello from the EFI Foundation, the 501c3 arm of the Energy Futures Initiative. EFI and the EFI Foundation - founded by former U.S. Energy Secretary Ernie Moniz - are organizations dedicated to harnessing the power of technology and policy innovation to accelerate the clean energy transition.

GAO Briefing on DOE's Environmental Management Program Thursday, October 20, 2022 – 12:00 PM Eastern ECA will host a free, virtual briefing with Nathan Anderson, Director, Natural Resources and Environment, for the Government Accountability Office (GAO).
