GOALS This meeting is the second in a series ECA is hosting as part of our New Nuclear Initiative to define the role of local governments and the partnerships necessary to develop priorities, policies, educational resources and outreach on new nuclear development. The goals for this Forum include:
- Providing a clearer timeline, economic outlook and educational resources for communities
considering whether and how to support advanced nuclear energy projects.
- Engaging communities on key issues such as siting, regulation, investment, workforce development, safety, and potential environmental and equity impacts of nuclear energy projects.
- Sharing lessons learned from nuclear energy activities in the U.S. and abroad.
- Matching potential host
communities with nuclear energy developers, utilities and the right projects

Nuclear’s Dangerous Waste Is ‘Rapidly Catching Up’ With Industry Bloomberg News | 5/15/23 Swelling inventories of radioactive waste need to be dealt with more effectively if nuclear energy is to become a key tool in combating climate change, the International Atomic Energy Agency said.
While nuclear power stations don’t emit planet-warming greenhouse gases,
they do create streams of long-lasting, hazardous waste. It takes engineers and regulators years to plan and execute the decommissioning of a single site, with costs sometimes running into the billions of dollars.

EM Kicks Off New Acquisition Career Development Program DOE Office of Environmental Management | 5/12/23 WASHINGTON, D.C. – EM is strengthening its procurement capabilities to ensure the cleanup program has talented, capable acquisition
professionals now and in the future with the launch of the EM Career Acquisition Program (ECAP).
ECAP will continually develop a cadre of trained, experienced acquisition professionals to support the EM cleanup mission by flexibly recruiting and training acquisition professionals with the mobility to support resource needs across the EM complex.
The initiative is critical to EM succession planning.
Recruiting, training and retaining a highly skilled, technically focused and disciplined workforce of acquisition professionals is paramount to the success of the EM mission.
“Given how integral acquisition and contracting is to how we conduct our work, ensuring continuity in the procurement function is essential to the EM mission,” said Angela Watmore, EM deputy assistant secretary for acquisition and project management.
Almost all of EM’s vital cleanup work at 15 sites in 11 states is accomplished through contracts with private industry. EM’s contract portfolio includes a variety of services, including facility and technical support, and remediation.
In addition, EM’s pivot to the End State Contracting Model requires that the cleanup program ensures a stable pipeline of talented acquisition professionals is available to award and administer
task orders that effectively advance the cleanup mission in an accelerated manner. That model focuses on accelerating cleanup, while reducing financial risk and environmental liability to the government, and fairly sharing risk between the government and contractor to achieve desired end states.
