CONGRESS TO PASS NOVEMBER 20 STOPGAP; SENATE POISED TO CONFIRM DOE LEADERSHIP
Yesterday (September 15) the House unveiled their plan for a continuing resolution (CR) to extend government funding until November 21, the Friday before Thanksgiving. Extending the current resolution beyond its September 30 deadline is crucial to averting a government shutdown on October 1, the beginning of fiscal year 2026. The House aims to vote on the measure
on Friday (September 19). At 11:00 am ET today, the Senate will move to approve a package of 48 nominations. Nominations relevant to ECA members include: - Theodore J. Garrish, to be an Assistant Secretary
of Energy (DOE Office of Nuclear Energy)
- Scott Pappano, to be Principal Deputy Administrator, National Nuclear Security Administration
ECA looks forward to discussing the impacts CR extension will have as well as how new leadership will direct the Department of Energy Office of Environmental Management and Office of Nuclear Energy at this year's National Cleanup Workshop. To learn more about the Workshop, keep

WHAT YOU'VE MISSED: Westchester County executive opposes Indian Point restart Westchester County Executive Ken Jenkins is against the reopening
of the Indian Point nuclear power plant in Buchanan. He has asked the Board of Legislators to adopt an act declaring the county's strong opposition to the plant's restart. The company overseeing the decommissioning recently suggested a restart could be possible. Holtec International estimates it would cost $10 billion to revive the 2,000-megawatt plant. It would also require state and federal
approval. Read the full story WIPP Lessons for State and Local Officials Considering Hosting a
Nuclear Waste Repository The Waste Isolation
Pilot Plant (WIPP) is the world’s only operating deep geologic repository for nuclear waste disposal and thus offers a unique case study to learn from as the US government likely embarks on a new effort to develop additional repositories. But data on WIPP is limited and not particularly accessible to state and local officials who want to learn more about the safety aspects and economic impacts of hosting such a facility. The Department of Energy could provide more such data on the WIPP
experience to prospective states/locales to inform their decisions. Gone Fission Podcast - Charles Oppenheimer August 4, 2025 | S5
E4 Charles Oppenheimer, the grandson of atomic pioneer Dr. J. Robert Oppenheimer, is Michael Butler’s guest on this week’s episode of the Gone Fission podcast. Ironically, this episode drops two days before August 6 which will be the 80th anniversary of America's use of the atomic bomb over Hiroshima, a pivotal event that launched the end of World War II--and one in which Charles
Oppenheimer's grandfather, Dr. J. Robert Oppenheimer, played a major role. Charles and Michael sat down at the recent Nuclear Opportunities Workshop in Knoxville, Tennessee, for a wide-ranging discussion that covered everything from nuclear plant financing to what it’s like to be an Oppenheimer in today’s world. Was he surprised that “Oppenheimer” was such a blockbuster hit at the box office? Find out in this week’s episode. https://gonefissionpodcast.com/ NucleCast - Dr. Rich Tighe, Exploring Y-12: The Heart of Nuclear Security September 16, 2025 | S03 E236 In this episode of NucleCast, Adam interviews Dr. Rich Tighe, the president and CEO of Consolidated Nuclear Security,
