DOE National Security Portion of House FY15 Defense Authorization Bill Released

As part of the annual defense authorization process, the House Armed Services Committee today released the "Subcommittee on Strategic Forces Mark," which is the section of the Fiscal Year 2015 National Defense Authorization Act (FY15 NDAA) that has jurisdiction over DOE national security programs.

The Committee's press release says the mark "Strengthens the National Nuclear Security Administration's focus on finding cost savings and delivering for the military" and "Ensures robust oversight of major nuclear modernization programs."

The Subcommittee on Strategic Forces will meet at 12:00 PM EST on Wednesday, April 30 to mark up the legislation. The meeting will be streamed live at the link below.

The full House Armed Services Committee is scheduled to mark up the full FY15 NDAA, including the Strategic Forces Mark, on May 7, 2014.

WASHINGTON- The House Armed Services Committee today released legislative language scheduled to be considered by the Subcommittee on Strategic Forces at their markup tomorrow. By releasing the legislative language, Chairman McKeon is complying with House disclosure rules and overseeing the most transparent process in Congress for composing national security legislation.
 
Led by Subcommittee Chairman Mike Rogers (R-AL), the proposal is designed to ensure America's nuclear deterrent, missile defenses, and space systems are healthy, strong, and postured to prevent attack on the United States.
 
In addressing current needs, the mark:

  • Continues support for the missile defense plan announced by Secretary Hagel in 2013.
  • Protects specific missile defense technologies and strengthens oversight of U.S.-Russia missile defense cooperation.
  • Continues support for missile defense cooperation with Israel, including the Iron Dome system.
  • Strengthens the National Nuclear Security Administration's focus on finding cost savings and delivering for the military.
  • Ensures robust oversight of major nuclear modernization programs.
  • Initiates the development of a competitively procured next-generation liquid rocket engine to transition from the use of non-allied space launch engines to a domestic alternative.
  • States that a fully-developed multi-faceted space security and defense program is needed to deter and defeat any adversaries' acts of space aggression and requires a review of the ability to deter and defeat space aggression.
  • Continues oversight of the Evolved Expendable Launch Vehicle program to maintain the required mission assurance, reduce costs, and provide opportunities for competition to certified providers.
