Published: Wed, 09/21/11

ECA has learned that Cynthia Anderson has been appointed to lead the Asset Revitalization Initiative (ARI). ECA has worked with Cynthia in the past, and we look forward to working with her on this very important program.

As DOE announced at the ECA Peer Exchange last week, the Task Force on Asset Revitalization has issued its report and "Phase II" of the initiative will now begin.

ECA will continue to follow new ARI developments and will keep you informed.

Cynthia Anderson To Lead The Asset Revitalization Initiative
Tom D'Agostino, Under Secretary for Nuclear Security and Administrator for the NNSA
September 20, 2011

I am happy to announce today that Cynthia Anderson will lead the Asset Revitalization Initiative, a Department-wide initiative to examine ways to work with local communities to support the reuse of DOE resources at former Cold War weapons sites around the country.

Under Cynthia's leadership the EM Recovery Act program reduced DOE's footprint by more than 515 square miles, helping to facilitate the economic re-use of federal lands.  As Recovery Act work converted contaminated sites, facilities, and materials into revitalized assets, local communities and local governments will be looking for new ways to diversify their economies.  Cynthia is ideally suited to lead the implementation of the Asset Revitalization Initiative.

Cynthia will lead the implementation effort and build on the recommendations from the Phase I report from the Task Force on Asset Revitalization, that will facilitate efforts to support beneficial reuse options at DOE sites, including reindustrialization, manufacturing, clean energy development, nature preserves, and educational centers.  Under Phase II, representatives from across DOE will continue to work together, under Cynthia's leadership to support the review, coordination, and acceleration of asset revitalization and beneficial reuse efforts for former DOE assets.  The Taskforce will focus on specific steps to help advance these strategies and recommendations. These include:
  • Accelerate the current shift to multiple site uses and users.
  • Inform the workforce of upcoming changes as soon as possible, so they can adapt to meet future site needs.
  • Strengthen partnerships with other organizations, agencies, and groups.
  • Promote DOE's national energy security and clean energy goals.
  • Streamline transfer processes for real and personal property to meet timetables necessary for private-sector investment.
  • Actively engage stakeholders to generate the best ideas and accelerate positive outcomes.
Cynthia has a proven track record in the Department as being able to get things done; she has demonstrated her ability to work with a wide range of stakeholder groups, community organizations, businesses, and national, state and local governments.  She will bring this wealth of experience to this new position and provide the best opportunity for the Department to make real progress in this area.  She will report to the Office of the Administrator, National Nuclear Security Administration (NNSA) and work directly with me and Principal Deputy Administrator Neile Miller.

Please join me in thanking Cynthia for taking on this important new assignment.
