DOE Seeks Input on New Draft Funding Opportunity Announcement: Cost-Shared Industry Partnership Program for SMRs

DOE has released a draft Funding Opportunity Announcement (FOA) seeking to facilitate the development and deployment of United States-owned Small Modular Reactor (SMR) designs at domestic locations. [Funding Opportunity Number: DE-FOA-0000371]

Following are excerpts from the draft announcement:
 
 
  • Small Modular Reactors represent a key element of DOE's nuclear energy programs. The SMR program is a near-term, multi-year initiative focused on the completion of design certification and licensing activities for safe, secure and economical SMR technologies to be developed and deployed in the United States. It is anticipated that up to two (2) financial assistance agreements for SMR certification and licensing may eventually be awarded. This is a draft Funding Opportunity Announcement only; DOE is not seeking and will not accept applications or proposals, nor make awards, resulting from this FOA. At this time, DOE is seeking input from industry and other interested parties on the FOA.

  • The DOE is seeking applications for financial assistance from teams, consortia, or other partnership arrangements consisting of SMR vendors, power generation companies, and industry suppliers/vendors - either United States (U.S.)-owned companies or companies meeting the requirements outlined in 10 CFR 600.502 - for projects that enable new SMR nuclear power plant designs to be licensed by the Nuclear Regulatory Commission (NRC) and ordered for deployment at specified locations in the U.S.  The applications are expected to address activities that will result in completion of up to two standardized SMR design certifications for the specific technology in accordance with 10 CFR 52, preparation and submission of license applications, and support of NRC reviews and hearings associated with the applications.

  • For the work supported under these cost-shared partnerships, DOE encourages innovative business arrangements, such as consortia among power generation companies, plant owners/operators, reactor vendors, and nuclear suppliers and fabricators with strong and common commitment to build and operate new SMR plants in the U.S.  Consideration may also be given for the establishment of partnerships with the U.S. Government and for siting SMRs at or near U.S. Government-owned facilities (for example, Department of Energy sites and Department of Defense installations) that can supply clean nuclear energy to these facilities in support of the Administration's goals for the reduction of greenhouse gas (GHG) emissions.

  • The total Government funding available to be divided among awards under this FOA is estimated to be $452 million over five (5) years.  The funding is expected to be available to incrementally fund these awards for 5 consecutive years.  The actual level of funding, if any, will depend on Congressional appropriations for this program.

  • Interested parties have thirty (30) days to submit any comments, questions, concerns or suggestions regarding the FOA for DOE's consideration to the Contract Specialist, Layne Isom at the following e-mail address: isomla@id.doe.gov. The deadline for submission of FOA responses is: February 17, 2012. 
The FOA is available on Grants.gov under reference number DE-FOA-0000371. Industry comment may be incorporated into the planned final SMR FOA, anticipated to be issued later this Spring 2012. An Industry Day (pre-bidders conference) is tentatively planned to occur in the April 2012 timeframe, after issuance of the final FOA.
