DOE Releases Draft Consent-Based Sitting Process for Consolidated Storage and Disposal Facilities for Spent Nuclear Fuel and High-Level Radioactive Waste

The Department is designing a consent-based siting process to establish an integrated waste management system to transport, store, and dispose of commercial spent nuclear fuel and high-level radioactive waste. In a consent-based siting approach, DOE will work with communities, tribal governments and states across the country that express interest in hosting federal consolidated interim storage facilities and disposal facilities for spent nuclear fuel and high-level radioactive waste as part of an integrated waste management system. The Department is seeking input on the Draft Consent-Based Siting Process for Consolidated Storage and Disposal Facilities for Spent Nuclear Fuel and High-Level Radioactive Waste.
 
The draft consent-based siting process is currently available for public comment. The comment period will remain open until April 14, 2017. If you would like to provide feedback or comments on the draft process, please email

NuScale Submits First Ever Small Modular Reactor Design Certification Application

WASHINGTON--(BUSINESS WIRE)--In a major step toward the deployment of the next generation of advanced nuclear technology, NuScale Power asked the U.S. Nuclear Regulatory Commission (NRC) on December 31st, 2016 to approve the company’s small modular reactor (SMR) commercial power plant design.

This is the first-ever SMR DCA to be submitted to the NRC and marks a significant milestone for NuScale and the power generation industry. NuScale SMR's will supply affordable, clean, reliable power in scalable plants whose facility output can be incrementally increased depending on demand. Its significant operational flexibility is also complementary to other zero-carbon sources like wind and solar.

Once approved, global demand for NuScale plants will create thousands of jobs during manufacturing, construction and operation, and reestablish U.S. global leadership in nuclear technology, paving the way for U.S. NRC approval and subsequent deployment of other advanced nuclear technologies.   >>Continue reading
 
NRC Accepts Application for Early Site Permit At Clinch River Site In Tennessee

The Nuclear Regulatory Commission has accepted for review the Early Site Permit application for the Clinch River site near Oak Ridge, Tenn. The Tennessee Valley Authority submitted the application and associated information in May 2016, and provided follow-up information through the remainder of the year.

The
Early Site Permit process determines whether a site is suitable for future construction and operation of a nuclear power plant. The NRC held meetings in Oak Ridge in April 2016 to explain the review process to the surrounding community.


The
application, minus proprietary and security-related details, is available on the NRC website. TVA is seeking resolution of safety and environmental issues related to a potential small modular reactor at the site, approximately five miles southwest of Oak Ridge. Accepting the application for review, or “docketing” the application, does not indicate whether the Commission will approve or reject the request. The NRC has established docket number 52-047 for this application. More information about the new reactor licensing process is available on the NRC website.

US regulator has no safety concerns over Areva-supplied parts

A list of large reactor components supplied to US nuclear power plants by Areva's Creusot Forge in France has been released by the US Nuclear Regulatory Commission (NRC). However, the regulator said it has no immediate safety concerns regarding the parts supplied to 17 US reactors.

The upper and bottom heads of the reactor pressure vessel for the EPR under construction as unit 3 of France's Flamanville site were manufactured at the Creusot facility in September 2006 and January 2007, respectively. A high carbon content in those parts prompted Areva to review the company's quality process in 2015.


In May 2016, the French nuclear safety regulator said the ongoing quality audit at the Creusot forge - which Areva bought in 2006 - had identified "irregularities" in paperwork on some 400 plant components produced there since 1965. The issues "comprise inconsistencies, modifications or omissions in the production files, concerning manufacturing parameters and test results", it said.
